Bernard H. Siegan is distinguished professor of law at the University of San Diego School of Law. He is the author of Property and Freedom: The Constitution, the Courts, and Land-Use Regulation, The Supreme Court's Constitution, and Economic Liberties and the Constitution, all published by Transaction.
