Bioshock was is one of the best games I had every played in a long time. It had an engrossing story, a lengthy single player, and had a dark feeling to it. Bioshock 2 is a decent game, but in no way overshadows its predecessor. The single player is much shorter than the first, averaging about 10 - 13 hours depending on skill and difficulty. The story is one of the best stories available on any console game, but of course it is not overshadowed by it predecessor. This is because it doesn't have any major plot twists like the original had. The gameplay remains the same, except now you can dual wield plasmids, and weapons. There is also an added multiplayer. People will find this a hit or miss. I myself find the multiplayer very good, and have clocked in over 30 hours.
In summary, Bioshock 2 is a decent game, but i doesnt overshadow its predecessor. If you are buying Bioshock 2 intentionally for multiplayer, then I would suggest renting it first.
