Bruce Allen Elleman was born in Columbus, Ohio; completed Sanderson High School, in Raleigh, N.C. (1977); received at the University of California, Berkeley a bachelor of arts degree (1982); completed at Columbia University the master of arts and Harriman Institute Certificate (1984), master of philosophy (1987), the East Asian Certificate (1988), and PhD (1993). In addition, he completed a master of sciences at the London School of Economics (1985) and a master of arts in national security and strategic studies (with distinction) at the U.S. Naval War College (2004). His publications include articles on the USSR's and China's secret diplomacy surrounding the Chinese Eastern Railway, Outer Mongolia, and the United Front policy, plus sixteen books which include: Naval Blockades and Seapower: Strategies and Counter-strategies, 1805-2005, with S. C. M. Paine (2006); Japanese-American Civilian Prisoner Exchanges and Detention Camps, 1941-45 (2006); Waves of Hope: The U.S. Navy's Response to the Tsunami in Northern Indonesia, Newport Paper 28 (2007); Naval Coalition Warfare: From the Napoleonic War to Operation Iraqi Freedom, with S. C. M. C. M.
